Every licence is a one-time payment, not a subscription, and includes updates within that version line. Existing clients get an upgrade price toward a newer version, so starting on V4 is not a dead end.
Can you run two versions?
Not on the same account. Two copies would compete for the same three markets and double your intended exposure. If you want to run two engines, use separate accounts.
